- Has a valid business license (SIUP) and a company register (TDP) that is still valid in similar trade
- Has paid off tax obligations in 2017 or 2018
- Obedient & subject to the regulations in force at PT Bank Pembangunan Daerah Jawa Tengah
- Having the ability to provide facilities and equipment as well as personnel needed to carry out the work
- Not under supervision of the court not bankrupt its business activities, not being stopped, and or not being in a criminal case
